Snorfiets on the road: the rules in the major Dutch cities (2026)

· 3 min read · Last checked

Short answer: In Amsterdam (inside the A10 ring road) and in Utrecht you must ride your snorfiets on the road on many streets. The Hague has been studying it for years but has not decided. In Groningen, petrol snorfietsen are banned from just over a hundred cycle paths through parks and nature. For Rotterdam and Eindhoven we found no citywide rule. Everywhere, the sub-sign under the cycle path sign decides.

How does it work?

Since 1 July 2018, municipalities may decide per road that snorfiets riders may no longer use the cycle path and must ride on the road. They do this with a traffic decision and a sub-sign under the cycle path sign. Your speed limit stays 25 km/h, also on the road. Since 1 January 2023 a helmet is mandatory for all snorfiets riders, on the cycle path too.

Important: without a sub-sign the exception does not apply. If there is only a regular cycle path sign, you ride your snorfiets on the cycle path.

Per city

Amsterdam

Since 8 April 2019, snorfiets riders inside the A10 ring road ride on the road instead of the cycle path. On a number of busy through roads with a higher speed limit you may stay on the cycle path; this is shown with signs and road markings. On the road, keep as far right as you can and do not ride side by side.

Utrecht

Since 30 September 2021, snorfiets riders in Utrecht must use the road on a number of streets. Signs show where this applies; where there is no sign, you may use the cycle path. Utrecht has also announced environmental rules: mopeds on petrol, diesel or gas first registered up to and including 31 December 2017 may no longer be ridden in the municipality from 1 January 2028, and from 2030 all mopeds must be electric. In special cases you can apply for an exemption.

The Hague

The Hague has been studying since 2019 whether snorfiets riders can move to the road. The municipality's website (last updated September 2026) still shows no decision and no list of roads. What does apply: since 1 October 2018 snorfiets riders may no longer ride through the Grote Marktstraat.

Rotterdam

In 2019 councillors proposed moving snorfiets riders to the road where possible, and in 2020 the city was to inspect which roads would qualify. We found no citywide decision like Amsterdam's or Utrecht's in public sources. So mainly watch the signs.

Groningen

Groningen took a different approach. Since late 2022, snorfietsen with a petrol engine are banned from just over a hundred cycle paths, mostly paths through or along parks, nature and recreation areas (such as the Leliesingel in the Noorderplantsoen). Electric snorfietsen are still allowed there. In the city center, separate rules apply to mopeds around the Grote Markt.

Eindhoven

For Eindhoven we found no decision moving snorfiets riders to the road. Ride by the standard rules there: cycle path, unless a sign says otherwise.

What does this mean for your route?

If you live in one city and work in another, you deal with different rules. A regular navigation app knows little about this. TURNSS plans your route for a snorfiets or a brommer and avoids roads you may not use with that vehicle. We are honest about the limits: not every local sub-sign is in the map data, and municipalities change their rules. So always follow the signs on the street. If a route is wrong, report it in the app; we use those reports to improve the map.
